ITN mass campaign overview

ITN campaign has been formally approved by MoH. The main lines of the campaign budget are known. The campaign committee will meet this month (Sept/21). No clear date when the ITNs will be delivered in the country.

The campaign may encounter a delay due to supply chain issue.

Digitilization Plan/Platform

No formal plan so far. However ITN campaign will benefit from a previous CPS campaign supported by CRS and HIPS using DHIS2. Main issue is about connectivity. Synchronization issue with server was solved with an update of DHIS2 version. Tablets batteries don’t last and need constant recharge. Some districts won’t be able to use the system and therefore will continue using paper based form.

It has been decided the DSIS from MoH will be leading the digitization project. They did engage one of the major Telecom network – Orange – to be part of the project to help them with connectivity issue. They still have some synchronization issue using Android tablet. The Digitization sub-committee met and will share the agreed timeline.

The implementation schedule is yet to be finalized since it is lacking some information like the budget for the customization of the platform and IT staff training to support the digitization. The Digitalisation committee has to meet and finalize some additional Digitisation activities and associated costs to the perusal of the PNLP and partners. International procurement of 17,000 tablets by UNDP is in progress. There is still a gap of 25,000 tablets to be filled-in. A major review of the campaign was conducted and the NMP has decided to focus the digitization plan on 5 regions covering 27 districts. The dates were reviewed as well and the campaign is plan to take place with the pilot from April 21 to May 31 and the others regions from May 11 to August 30. The tablets number need for the whole campaign is reajusted as follow 12,563. The GF has agreed to fund the acquisition of an MDM software. Preference was given to an open source software with a perpetual license.

The pilot project is still on-track. MILDA will reach each of the pilot districts on January 31 2022

Supply chain delay may impact the pilot project. The Campaign Pilot is still on-track and will need 3000 tablets. The tablets are available in stock. The pilot will still take place in Plateau Central but in April.

Training/staffing

Staff are trained and know how to use the system. No committee dedicated to digitalization. However they do rely on 3 staff from diffrents health services well acquainted to the system. They do have a contact person for digitalisation matters who did not participate to the meeting

Lack of budget for IT support staff training

Budget and JD of the national digitization officer to be finalized and shared with AMP. The ToR to recruit the National Digitalisation Consultant is done and shared with RBM and will be forwarded to GF. The position might not be in place before the pilot.

CRS has been supporting the CPS digitization and still interested to continue supporting the ITN campaign digitization project. The PNLP has expressed its concern of having various partners interested with the digitization and how they can handle this and avoid duplicate actvities. We have to mention as well that CHAI is another actor interested into Digitization focusing on Burkina. Discussion is still on-going with CRS to extend the collaboration about the digitization project. An agreement has been reached since the last discussion with CRS.

Burundi PNILP is planning for ITN Campaing in 2022 in the 16 provinces and 42 districts of the countries.

Digitilization Plan/Platform

Even Though the PNLP has no plan to transition to digitilisation, with the help of its partners, they do envisage an approach that will consist of developping a Geo-based Microplanification using satellite maps with GRID3. The system is not new and was successful with UNICEF during Polio Campaign in different parts of the world.

Belgium RC is using GPS for mapping footprint of building for IRS activity. The PNILP has a past experience in using digital tools to collect datawith IRS activity supported by UNDP. A ToR has been developped to hire an International consultant to support the pilot digitalisation of the microplanning in 2 districts

Digitilization Plan/Platform

Cameroon has a past expreience with campaign digitisation. The last campaign in 2019-2020 was succefully digitized. It was a partial digitisation since they did stop using paper based questionnaire and data entry was done at the district level into the DHIS2 national instance. The challenge for next campaign is to be able to do the data entry at the community level where we can face Internet connectivity issue. During the last camapign we were able to digitized the following activities, The microplanning, HHR, Distribution and Logistics. For the next campaign the plan is to keep using the same DHIS2 platform.

Next ITN Campaign is planned to take place in 2022 and will be implemented into two phases. The first phase will concern the northern part of the country while the second phase will target the southern part.

We aim at reaching 5,500,000 people with 3,500,000 mosquito nets.

CRS is the main Campaign implementer in Congo. The last campaign was successfully implemented using DHIS2 for HHR & Distribution and SMS MILDA software to monitor Logistics stock in some of the districts. In addition to DHIS2 as main country Health System Platform, the plan is to implement RedRose to support the mobile data collection during the next ITN Mass Campaign activities and make it interoperable with the main DHIS2 instance.

ITN campaign is planned to take place in 2022. Preliminary meetings have already started since July 2021 to setup committees and sub-commitees. ITN estimate figures and numbers for each of the regions for the campaign are known.Partners contributing to ITN supply are also known.

The plan is to digitize the whole campaign. A digitization plan draft is already available. An estimate budget of 250,000 USD has been submitted to partners. Main technical support for digitization will be CRS and Stop Malaria . They need to break down le budget into more detailed lines as requested by GF participant before they can expect any release of funds. They need to start working on it since they will internationally procure some equipments which can delay the process if not done now.

ITN mass campaign overview

Ongoing discussions to prepare the next ITN Campaign in 2022.

A cross-border approach with Gambia is planned for the next ITN Campaign that will take place in 2022. In close collaboration with Gambia NMCP, there will be a synchronised ITN Mass Campaign in 12 Districts and 68 health centers installed all around the border strip.

Digitilization Plan/Platform

The NMP Senegal has some past and limited experience in the use of Digitization tools related to other malaria activities. The plan is to partially digitized the Campaign in some cross borders districts with Gambia focusing on Geo-based Microplanning, HHR and Distribution activities.

The cross-border approach to malaria control has been strongly anchored in the Senegales NMCP’s strategic plans for several years. It has been consecrated in 2019 with the synchronized organization of the campaign for universal coverage with LLINs with Gambia. There will be periodic meetings between technicians from both countries to establish the common technical model. The main components will consist of the choice of the Digitized collection tool, the digital tools to be used, their availability and necessary trainings to be able to effectively use the selected tools and platforms.

The IT technicians from both countries have met and discussed and agreed the following subjects:

  • the type and brand of phone to be used
  • the modalities of use of the QR Code by both countries
  • the availability of telephones for the collection of information
  • the digitization and transmission of supporting documents
  • the platform and the data collection tool to be used
