Guidelines for the development of a rumour management plan related to ITN distribution

This guidance document and accompanying template support national malaria programmes and partners in developing a comprehensive rumour management plan for insecticide-treated net (ITN) distribution. They apply to mass campaigns as well as continuous and routine distribution through health facilities, schools and communities.
- The guidance explains why rumours, misinformation and disinformation can undermine trust in ITNs, reduce acceptance and affect correct use. It provides practical direction on how to anticipate potential rumours, identify and mitigate risks, coordinate stakeholders, monitor emerging concerns and respond quickly and consistently.
- The accompanying template sets out the key content of a rumour management plan, including the context, objectives, potential rumours and mitigation measures, coordination arrangements, response processes, and adoption and dissemination. It should be adapted to the national context and used as a living document that is updated as risks and information needs evolve.
The rumour management plan should form part of broader social and behaviour change planning and be developed early enough to inform budgeting, communication activities and ITN distribution planning.
This guidance and template build on the previous COVID-19-specific rumour management plan and broaden its scope to address rumours related to ITN distribution across different contexts.
