The Humanitarian and At-Risk Populations Working Group (HARP) is focused on ensuring that planning, budgeting and implementation of ITN campaign or continuous distribution include specific operational strategies to reach internally displaced people (IDPs), refugees and last mile populations. HARP will focus on ensuring cross-country learning and experience exchange to highlight innovative approaches, challenges and successes of national malaria programmes and partners.

WORKING GROUP CO-CHAIRS

Joseph Lewinski, is an infectious disease epidemiologist with over 15 years of experience. He currently works with WHO and several humanitarian aid organizations on malaria and vector-borne diseases in emergency settings. His career includes significant roles at Catholic Relief Services (CRS) and Population Services International (PSI), where he led large-scale malaria prevention and treatment initiatives. Joe has driven projects that expand malaria services for displaced populations, including IDPs and refugees, and fosters partnerships with local and international stakeholders. His work emphasizes innovation and collaboration between malaria and humanitarian relief partners to protect vulnerable communities.

Estrella Lasry is a family practitioner and emergency doctor with a master’s degree in Tropical Medicine and International Health from the London School of Hygiene and Tropical Medicine. She has worked at Médecins Sans Frontières (MSF) in different capacities in the field and HQ including serving as Tropical Medicine Advisor supporting Malaria, Neglected Tropical Diseases, and Hemorrhagic Fevers. She has experience tackling malaria prevention and care among the hardest to reach populations and complex situations. Currently she is a Senior Malaria Advisor at The Global Fund to Fight AIDS, Tuberculosis and Malaria, supporting multiple country portfolios in Asia, Africa and Central and South America as well as transversal topics, including Complex Operating Environments and Malaria Emergencies.
