The Alliance for Malaria Prevention (AMP) has developed assessment procedures in response to demand from national malaria programmes for guidance and easy-to-use tools for planning and implementing approaches to assess the quality of household registration during ITN campaigns, as well as the quality of ITN distribution activities during and after distribution.
Drawing on country experience and aligned with methods used by national malaria programmes over recent years, these procedures focus on clustered lot quality assurance sampling (cLQAS) with lot-level corrective action sampling. This approach supports quality assurance for both household registration and ITN distribution activities by helping programmes identify gaps and take corrective action in real time.
The full guidance outlines how cLQAS can be implemented through a structured 10-step process, from planning and protocol development to data analysis, reporting and post-distribution review.
ONLINE TRAINING COURSE
In 2026, AMP developed an online training course based on the assessment procedures to support national malaria programmes in applying the methodology in practice. This course is designed for anyone involved in planning, implementing, monitoring, or evaluating ITN distribution campaigns. It introduces practical methods for assessing ITN campaign activities, including in-process assessment of household registration (HHR) and end-process assessment of ITN distribution. Across six modules, you will learn how these assessments work, how to collect and analyze data, and how to use the results to identify well-performing and underperforming areas.
It is complemented by a comprehensive set of adaptable tools developed by AMP, including protocols, questionnaires (available in Word, Excel and ODK formats), and R scripts for data checking, cleaning and reporting.
Components of the toolkit:
- Assessment protocol: In-process assessment of ITN campaign household registration
- Assessment protocol: End-process assessment of ITN campaign distribution
- Questionnaire: AMP in-process assessment of ITN campaign household registration
- Questionnaire: AMP end-process assessment of ITN campaign distribution
- Reporting: R markdown scripts for interim and final reporting
- Reporting: Dummy tables in Excel
- R scripts for data cleaning and analysis
- Dummy data that can be used to explore the R scripts and R markdown files
These adaptable tools are available on the AMP GitHub account and available for download here (link in progress)
PROCEDURES FOR ASSESSING THE QUALITY OF INSECTICIDE-TREATED NET (ITN) MASS DISTRIBUTION CAMPAIGN HOUSEHOLD REGISTRATION AND ITN DISTRIBUTION ACTIVITIES USING CLUSTERED LOT QUALITY ASSURANCE SAMPLING (CLQAS)
The full document is organized into 10 practical steps that guide programmes through the planning, implementation and follow-up of cLQAS assessments for household registration and ITN distribution activities. Each step includes key actions, decision points and tools to support effective implementation and timely corrective action.
